Christina Dance

Senior Program Manager, Human Resource Modernization

Ms. Christina Dance was appointed as the Program Manager for the DIA Human Resource Modernization, Office of Human Resources, in February 2023. In this role, Ms. Dance provides substantive expertise and counsel to the Director and Deputy Director for Human Resources (HR) in managing the new HR Information Systems (HRIS) acquisition, functional requirements development, integration and implementation for the HRIS transformation effort. She manages the program to ensure a technically supportable solution creating one system of record to house all HR data that support mission, reduce customizations through business process reengineering, integrate data cleanup efforts and is delivered within cost and on schedule. Ms. Dance provides executive advice and recommendations on complex matters pertaining to all facets of automating HR business, role mapping, and business workflows. Ms. Dance also oversees the planning, programming, and budgeting for the new HRIS application/service.

Prior to this position, Ms. Dance served as the Chief, Partner Engagement, and Deputy Information Technology Career Field Manager, Chief Information Office. Her responsibilities included oversight for CIO Senior Account Managers, JIOC Warfighter Support, Stoneghost and International Systems Partners, Auditors, Internal Use Software Management, talent management and DIA’s IT Accessibility Program ensuring CIO bolstered IT usability and accessibility. Ms. Dance ensured that efficient, consistent, and quality enterprise information technology (IT) services, support, and products were provided to more than 50,000 customers. Additionally, Ms. Dance served as the CIO lead to create the eleventh unified combatant command USSPACECOM and oversaw the CIO studies on JWICS Resiliency and Redundancy.

Ms. Dance completed two Joint Duty Assignments supporting the Director of National Intelligence initiative- IC Information Technology Enterprice (IC ITE). She served as Chief, Customer Care for the Joint Program Management Office for the IC Desktop Environment (IC DTE) and Chief, of the Joint Program Management Office for the IC Enterprise Management Program (IC EMT). As Chief, Customer Care for IC DTE, Ms. Dance was responsible for transitioning over 50k users from DIA, NGA, FBI, Coast Guard and White House Communications to a new desktop environment. She oversaw change management, communications, training, and user experience activities enhancing the ability for multiple agencies to collaborate and share information. Delivered services enabled ODNI to develop four community telework sites at Reston, NGA/NCE, Bethesda ICC and the DLOC. As Chief, for IC EMT, Ms. Dance launched the stand-up of a first-ever IC Service Desk which provided common, standardized processes for managing IT services and enabling interoperability between IC ITE service providers and IC agencies as directed by the IC CIO.

Ms. Dance’s previous assignments include leading major reinvention and change management initiatives, HR strategy and planning and the development of customer experience programs. Ms. Dance also represented CIO in a DIA-wide IT Transformation Working Group, where she transitioned IT billets/personnel from 9 CCMDs and $160M of annual funding into a single global DIA enterprise in support of the GDIP IT Way Ahead. This 10-year transformational effort was the precursor to and informed the JIC/JAC MIP Implementation Study.

Ms. Dance received her Bachelor of Arts degree in Organization Communication with a minor in Business Administration in 1990 from the University of Maryland, College Park, Maryland. Ms. Dance is a two-time recipient of DIA’s Meritorious Civilian Service Award and the National Intelligence Certificate of Distinction. She is also a graduate of the GEMSTONE program.

Ms. Dance resides in Highland, Maryland with her husband Jeff. They have three adult daughters with careers residing in Maryland and New York.
